Foreign Wealth Drives Italy’s Luxury Property Market To Record Highs

Despite Rome tripling the cost of its flat-tax regime over the last decade, international high-net-worth buyers continue to pour record capital into the Italian real estate market.

According to market data highlighted by Investment Migration Insider (IMI Daily), foreign capital is no longer defined by transaction volume, but by ultra-concentrated spending at the very top of the market.

While foreign buyers accounted for just 5.1% of overall residential transactions nationwide in 2025 (representing roughly 39,000 homes), they now comprise an estimated 70% of all transactions at the super-prime tier, according to Italy Sotheby’s International Realty.

Capital concentration over transaction volume

The shift in the Italian market is structural: fewer non-residents are buying mass-market holiday retreats, but the ultra-wealthy are spending unprecedented sums on prime assets.

Data across major brokerages and lenders illustrates this scale:

- Mortgages arranged by Luxforsale Finance for foreign clients saw average financed amounts rise from €14.59 million to €21.4 million, with applications jumping 63% during the first five months of 2026.
- Reports from Engel & Völkers confirm that a high percentage of international prime buyers transact entirely in cash, insulating the high-end sector from interest rate shifts.
- Search portal Gate-away reported a 94.7% annual surge in demand for properties above €3 million in Versilia, while Dreamer Real Estate noted that 38% of all 2025 inquiries across Tuscany and equivalent enclaves targeted estates priced over €5 million.

Record-breaking micro-markets

Italy’s historic trophy markets are seeing benchmark sales across coastal, alpine-lake, and urban enclaves:

1. Costa Smeralda (Sardinia) - Commands Italy's highest prices at up to €32,000 per sq. m, with an 80% foreign buyer share. Recently recorded a historic landmark estate sale of €185 million
2. Lake Como - Firmly established in the global top five luxury second-home markets alongside Aspen and the French Riviera. Direct waterfront homes average €2.5 million, while heritage villas with boathouses command up to €30 million.
3. Versilia & Forte dei Marmi - Holds over €4 billion in prime stock. Prices in Forte dei Marmi average €16,100 per sq. m (up 17% since 2019), with prime Roma Imperiale plots clearing €20,000 per sq. m.
4. Milan (Brera / Quadrilatero) - Set an urban benchmark with a $28 million duplex sale in Brera. Price growth reached 7% annually, the fastest among major European urban centers.

Who Is driving the market?

American buyers lead foreign activity, generating 25% of all international inquiries and accounting for 20% of Sotheby’s global clientele. Italy now ranks as US buyers' second-favourite real estate market globally, behind only domestic property.

Underpinning this demand is Italy’s lump-sum flat-tax framework—which levies a fixed €300,000 annual charge on worldwide foreign income for up to 15 years—drawing roughly 4,000 ultra-high-net-worth participants since 2017. For non-EU citizens, the Italian Investor Visa (offering an entry threshold from €250,000 via innovative startups with no minimum stay requirement) saw applications reach a record 209 in 2025.

With prime price growth projected to hold steady between 3% and 7% across Milan and Rome, Italy has cemented its status as one of the world's most resilient capital-preservation havens.
