Confucius Institutes—centres for Chinese language and culture backed by the Chinese government—are coming under fresh scrutiny at 20 UK universities, as new rules on campus free speech raise concerns about foreign influence in higher education.
The Office for Students (OfS), the sector’s watchdog, has cautioned that any signs of ideological control or censorship within these institutes could breach academic freedom guidelines. With the new regulations now in effect, universities are reviewing their partnerships and seeking guidance on how to remain compliant while continuing language education programs.
The situation has reignited debate over the role of international institutions on UK campuses, especially those funded or influenced by foreign governments.
